This card represents a state of change.
This card is the opposite of card 20; and exudes a Negative tone.
This card describes DEPENDABILITY, and can be judged as a greater form of card 18.
The shift being referenced is very broad in connotation, but is fundamental in nature (not transient, like a mood swing). Often it refers to a mental change in attitude, direction, or viewpoint, but it can also mean a physical change such as an object switch or a relocation. Alternatively it can be suggesting that you embrace a change. Any of these changes do not have to be planned, and can even be imposed by outside forces.
This card can also describe the personality of an associated card as not being consistent, particularly in regards to their lifestyle/trappings. Although considered somewhat neutrally today, historically this was disparaged as a mark against their suitability as a mate.
Note that this card on its own does not quantify the scope the disruption or the duration of the inconstancy.
